Monitoring and support fees
Travel Plan monitoring and support fees must be paid by the Developer prior to the formal implementation of the Travel Plan. These fees must be paid directly to Essex County Council and are secured through the Section 106 Legal Agreement.
The monitoring and Support Fees are required for a minimum five-year period (post full occupation of the development). This includes the date that monitoring will commence and will be completed.
Travel Plan monitoring and support fees are index linked to the Consumer Price Index (CPI). They can be found on our Fees and Charges Schedule. Fees are updated annually to reflect any increases in inflation.
What the fees cover
The fee is for services supplied to the developer by Essex County Council. These fees cover:
- staff time to undertake the ongoing monitoring of the Travel Plan
- corporate overheads
- management fees
- inflation
The service includes:
- the provision of support and advice to the onsite Travel Plan Co-ordinator on the management and implementation of the Travel Plan
- ensuring that data acquisition and analysis is completed by the developer in a timely manner
- ensuring that any mitigation actions as a result of the data analysis are caried out
It does not include undertaking the data acquisition and analysis on the developers behalf.
The Travel Plan is constantly evolving and not designed to be a static document. The monitoring process is a continuous one. Different recipients will benefit as the development comes to fruition.
