Authority Monitoring Report
We’re required to produce an Authority Monitoring Report, which monitors and assesses:
- the effectiveness of adopted minerals and waste planning policies
- progress in preparing new local development documents
- how well we’re achieving the Statement of Community Involvement
The reports help us assess the effectiveness and relevance of our plans. They can prompt alterations to plans and policies to reflect changing circumstances.

Authority monitoring reports
We are required to monitor the effectiveness of our plans and policies, the extent to which planning policies are being achieved and to update our work programme on a regular basis.
The Authority Monitoring Report (AMR, previously known as an Annual Monitoring Report) reports on the performance of the council’s planning policies during each financial year (April to March).
Specifically, the AMR tracks the progress of the Mineral and Waste Local Plans against the timetable set out in the Minerals and Waste Development Scheme (MWDS) which details when and how we will produce new planning documents and policies. It also sets out performance against a series of indicators contained within each of these respective plans, and the progress made towards the specified targets against policy as well as planning performance.
The Authority Monitoring Report 2018- to 2021 (PDF, 8.26 MB) is our most recently published report. It contains monitoring of the MWDS, performance and mineral and waste monitoring indicators.
The Interim Authority Monitoring Report 2018-2020 (PDF, 3.52MB) only relates to mineral monitoring indicators. It was produced to support the development of the ongoing Minerals Local Plan Review.”
