Access fees
Essex Construction Framework (ECF3) Access Fees provides Contracting Authorities a compliant route to market. There is a fee payable for the use of the Framework and this allows The Authority to recover some of the costs of creating ECF3.
There is no fee to you as the Other Contracting Authority. ECF3 Contractors will be charged a levy on being awarded a contract through the framework. The Access Fee applies each time Other Contracting Authority use the Framework for any Tender (i.e. for each project) and is a fixed lump sum based on the Projected Contact value.
Once The Authority has confirmed this Access Fee, the Other Contracting Authority should include this figure in the Tender documents to advise the Contractor that this fee will be made payable to The Authority at Contract Award Stage.
The Other Contracting Authority shall provide evidence of Final Contract Award Sum and successful Contractor name. The Framework Manager will invoice the ECF3 contractor the fee detailed in the contract. The actual fee invoiced shall be defined at the date at which the Building Contract is executed.
Should the Contract Cost increase post Contract execution the fee set at execution will remain unchanged. Fees will increase each year based on the RPI index.
